The trafficking phenomenon
Exploring the county lines drug trafficking phenomenon, where s.45 Modern Slavery Act 2015, is an absolute defence but requires a referral to the National Referral Mechanism (NRM) and report of ‘positive conclusive grounds’ and thanks to the decision in R v Brecani, which ruled on the admissibility of such a report and expert is now required.
I will also look to the new Possession with Intent to Supply (PWITS) Sentencing Guidelines.
